APPROVED 2026/2027 FINAL ANNUAL BUDGET, FINAL AMENDED FIFTH (5TH)

GENERATION INTEGRATED DEVELOPMENT PLAN (IDP) 2026/2027 AND 2026/2027 DRAFT TOP LAYER SERVICE DELIVERY BUDGET IMPLEMENTATION PLAN (SDBIP)

Notice is hereby given in terms of Section 22(a) of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003) and Section 18 of the Municipal Budget en Reporting Regulations 2008 respectively, that the Final Annual Budget for 2026/2027 was approved during the Council Meeting held on 28 May 2026.   

Notice is also hereby given in terms of Section 25(4) of the Municipal Systems Act, 2000 (Act No. 32 of 2000) that the Final Amended Fifth IDP for 2026/2027 was adopted during the Council Meeting held on 28 May 2026. 

Further notice is hereby given in terms of the Chapter 6 of the Municipal Systems Act, 2000 (Act No. 32 of 2000) and Chapter 7, Section 53 of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003), that Council took note of the 2026/2027 Draft Top Layer Service Delivery Budget Implementation Plan (SDBIP) during the Council Meeting held on 28 May 2026. The Executive Mayor will approve the 2026/2027 Draft Top Layer Service Delivery Budget Implementation Plan in terms of Chapter 7, Section 53 of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003).

The Council Resolution and all other relevant documentation are available during office hours at the municipal offices and libraries in Clanwilliam, Citrusdal, Graafwater, Lamberts Bay and Elands Bay. The said documentation will also be available on the website of the Municipality: www.cederbergmun.gov.za.

Kennis geskied hiermee ingevolge Artikel 22(a) van die Wet op Plaaslike Regering: Munisipale Finansiële Bestuur, 2003 (Wet No. 56 van 2003) en Artikel 18 van die Munisipale Begrotings en Verslagdoening Regulasies 2008 onderskeidelik, dat die Finale Jaarlikse Begroting vir 2026/2027 goedgekeur is gedurende die Raadsvergadering van 28 Mei 2026.

Kennis geskied ook hiermee ingevolge Artikel 25(4) van die Munisipale Stelsels Wet 2000 (Wet No. 32 van 2000) dat die Finale Gewysigde Vyfde GOP vir 2026/2027 aangeneem is gedurende die Raadsvergadering van 28 Mei 2026.

Verdere kennis word hiermee gegee ingevolge Hoofstuk 6 van die Munisipale Stelsels Wet 2000 (Wet No.32 van 2000) en Hoofstuk 7, Artikel 53 van die Wet op Plaaslike Regering: Munisipale Finansiële Bestuur, 2003 (Wet No. 56 van 2003) dat die Raad kennis geneem het van die 2026/2027 Konsep Topvlak Dienslewering en Begroting Implementeringsplan gedurende die Raadsvergadering van 28 Mei 2026. Die Uitvoerende Burgemeester sal die 2026/2027 Konsep Topvlak Dienslewering en Begroting Implementeringsplan goedkeur ingevolge Hoofstuk 7, Artikel 53 van die Wet op Plaaslike Regering: Munisipale Finansiële Bestuur, 2003 (Wet No. 56 van 2003).

Die Raadsbesluit, en alle ander tersaaklike dokumentasie, is beskikbaar gedurende kantoor ure by die munisipale kantore en biblioteke in Clanwilliam, Citrusdal, Graafwater, Lambertsbaai en Elandsbaai. Die gemelde dokumentasie sal ook beskikbaar wees op die webwerf van die Munisipaliteit: www.cederbergmun.gov.za.

NOTICE OF THE INTENTION TO AMEND CONTRACTS IN TERMS OF SECTION 116(3) OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT NO.56 OF 2003.

The Cederberg Local Municipality hereby intends to amend the following contracts that were procured through a supply chain management system as per Section 116(3) of the MFMA, 56 of 2003.

The extension of the following contracts will remain in place until the new tender processes have been finalised and new service providers have been appointed and are operational:

• CED 19/2020-2021: The compilation of the General Valuation Roll and Supplementary Valuation Rolls; and
• CED 30/2022-2023: Provision of Accounting Services for three years.
• CED 17/2022-2023: Appointment of a panel of legal experts for the provision of quality and specialist legal services
• CED 27/2022-2023: Provisioning of law enforcement equipment, back-office systems, vehicles, call centre, and other related services;
• CED 33/2022-2023: Supply and delivery of electrical cables;
• CED 34/2022-2023: Supply and delivery of cleaning materials;
• CED 36/2022-2023: Supply and delivery of tissue paper products;
• CED 39/2022-2023: Provision of network support services, hosting-, security- and VOIP services from date of award until 30 June 2026
• CED 02/2023-2024: Provision of professional engineering services for various projects for a multi-year project ending 30 June 2026;
• CED 04/2023-2024: Appointment of professional land surveyors and registered professional town and regional planners panel for Cederberg municipality for a multi-year period ending on 30 June 2026; and
• CED 09/2023-2024: Provision of security alarm systems, monitoring, and armed response services at security sites within Cederberg Municipality.
