CEDERBERG MUNISIPALITEIT: OPSTEL VAN DIE MUNISIPALE RUIMTELIKE ONTWIKKELINGSRAAMWERK (MROR)
REGISTRASIE AS BELANGHEBBENDE EN GEAFFEKTEERDE PARTYE
Die doel van hierdie kennisgewing is om die publiek in kennis te stel van Cederberg Munisipaliteit se voorneme om ’n vyfjaar Munisipale Ruimtelike Ontwikkelingsraamwerk (MROR) op te stel ingevolge die Wet op Plaaslike Regering: Munisipale Stelsels, 2000 (Wet 32 van 2000), die Wet op Ruimtelike Beplanning en Grondgebruikbestuur, 2013 (Wet 16 van 2013), die Wes-Kaapse Wet op Grondgebruikbeplanning, 2014 (Wet 3 van 2014) en die Cederberg Munisipaliteit: Verordening op Munisipale Grondgebruikbeplanning (Provinsiale Koerant 8062 van Vrydag, 15 Maart 2019).
Die proses wat gevolg sal word vir die opstel van die MROR sal geskied in ooreenstemming met Artikels 28(3) en 29 van die Wet op Munisipale Stelsels, 2000 (Wet 32 van 2000).
Geïdentifiseerde belanghebbendes sal uitgenooi word om te registreer en kommentaar te lewer op die Konsep Munisipale Ruimtelike Ontwikkelingsraamwerk.
Lede van die gemeenskap van Cederberg Munisipaliteit en ander belanghebbendes wat as Geïnteresseerde en Geaffekteerde Partye geregistreer wil word, word hiermee uitgenooi om hul kontakbesonderhede aan Mnr. A. Neethling te verskaf per e-pos by landuse@cederberg.gov.za of telefonies op 027 482 8000.

REGISTRATION AS INTERESTED AND AFFECTED PARTIES
The purpose of this notice is to inform the public the Cederberg Municipality’s intention to prepare a five-year Municipal Spatial Development Framework (MSDF) in terms of the Municipal Systems Act, 2000 (MSA, Act 32 of 2000), the Spatial Planning and Land Use Management Act, 2013 (SPLUMA, Act 16 of 2013), the Western Cape Land Use Planning Act, 2014 (LUPA, Act 3 of 2014) and the Cederberg Municipality: By-law on Municipal Land Use Planning (the By-law, as per Provincial Gazette 8062 of Friday, 15 March 2019).
The process to be followed to prepare the MSDF will be in accordance with Section 28(3) and 29 of the MSA, Act 32 of 2000. Identified stakeholders will be invited to register and comment on the Draft Municipal Spatial Development Framework.
Members of the community of Cederberg Municipality and other stakeholders who wish to be registered as Interested and Affected Parties are hereby invited to provide their contact details to Mr. A Neethling via email at landuse@cederberg.gov.za or by telephone on 027 482 8000.

PUBLIC NOTICE CALLING FOR INSPECTION OF THE SUPPLEMENTARY VALUATION ROLL AND LODGING OF OBJECTIONS
Notice is hereby given in terms of Section 49 (1) (a) (i) read together with section 78 (2) of the Local Government: Municipal Property Rates Act, 2004 (Act No. 6 of 2004), hereinafter referred to as the “Act”, that the supplementary valuation roll for the financial year 1 July 2025 to 30 June 2026 is open for public inspection at the municipal venues listed below, from 05 June 2026 to 10 July 2026.
In addition, the supplementary valuation roll will be available at website: www.cederbergmun.gov.za
An invitation is hereby made in terms of Section 49 (1) (a) (ii) read together with section 78 (2) of the Act that any owner of property or other person who so desires, should lodge an objection with the municipal manager in respect of any matter reflected in, or omitted from, the supplementary valuation roll within the above mentioned period.
Attention is specifically drawn to the fact that in terms of Section 50 (2) of the Act an objection must be in relation to a specific individual property and not against the supplementary valuation roll as such. The form for the lodging of an objection is obtainable at the following address

Water Quality & Supply Update – Clanwilliam and Cederberg Areas
The health, safety, and reliable provision of water to all Cederberg communities, including Clanwilliam and surrounding areas, remain our top priority.
1. Water quality testing
Cederberg Municipality, in partnership with the West Coast District Municipality, conducts regular water sampling in line with SANAS-accredited protocols. Samples are sent to independent, accredited laboratories to verify that water complies with national health and SANS 241 drinking water standards.
2. Current supply measures
Due to recent flood-related disruptions, we are providing water via tankers and JoJo tanks as an interim measure. As a precaution, residents are advised to boil water before drinking or cooking until further notice. Our teams are working around the clock to restore normal supply before the end of the month.
3. Long-term solutions
We are advancing medium to long-term upgrades, including new package plants, to strengthen system resilience. As noted by the Premier of the Western Cape, the Cederberg experienced once-in-200-year flood conditions, similar to other regions in the province and country.
4. Misinformation & social media panic
Cederberg Municipality strongly condemns the spreading of rumors and false information about water quality on social media and within communities. It is unacceptable and regrettable that certain individuals are sowing panic and using water challenges for political gain instead of being part of the solution. This puts lives at risk and undermines public trust.
Water sampling must follow strict, controlled protocols to ensure accurate results. We urge residents to refrain from unofficial sampling at public taps, as this produces misleading results. Anyone with concerns must contact our administration or the West Coast District Municipality so samples can be taken and tested by accredited laboratories.
We are in weekly contact with local hospitals and clinics. To date, no spike in waterborne illnesses has been reported.
5. Protecting infrastructure
Vandalism of JoJo tanks, fittings, and infrastructure damages supply and delays restoration. We appeal to communities to protect these assets and report any suspicious activity.
We continue to work closely with the West Coast District Municipality and Department of Water and Sanitation to provide clean water using water tankers.
